At a Loudoun BoS or Planning Commission meeting

  • Venue. Loudoun County Government Center, 1 Harrison Street SE, Leesburg.
  • Parking. Surface lot on the south side; metered street parking on Harrison and Edwards Ferry Road.
  • Doors. 30 minutes before the posted start time. Sign-in sheet is on the dais lectern, on the right as you face the chamber.
  • Mic location. Center aisle, podium directly in front of the dais. Wait to be called by name.
  • Comment time. 3 minutes per speaker. The chair runs a clock; a yellow light shows at 30 seconds remaining, red at zero.
  • Order of business. Data-center items typically appear in the "Public Hearings" section, after consent agenda and proclamations. Plan to wait 30–60 minutes after the gavel falls.

How to be useful at a Loudoun hearing

  • The Board of Supervisors is the deciding body. The Planning Commission only recommends. If the item is at the Commission, your goal is to inform the BoS vote that comes later — citing past Commission opposition is fair game when you speak at the Board.
  • Cite the specific application number from the agenda (typically LDCSP-####-####). Specificity signals you've read the packet.
  • The Comprehensive Plan and the Zoning Ordinance are the standards the body must apply. Arguments rooted in those documents land harder than generic concerns.
  • Written comments are accepted up to 5pm the day before the hearing — email to bos@loudoun.gov (or planningcommission@loudoun.gov) with the application number in the subject line.
  • If you can't attend, written comments still go on the record. They are not read aloud; they are entered into the official file.
